For contractual reasons the name Zorro could not be used. Nevertheless, Man with the Steel Whip used stock footage from all of the previous Zorro serials produced by Republic Pictures and this still comes off as one of the best in Republic's declining years.

PLOT:
Saloon owner Barnet wants the Indian reservation land on which he knows there is gold, and organizes a gang, aided by some renegade Indians, to raid amd terrorize the nearby settlers, hoping to rouse them to action in driving off the Indians. However, rancher Jerry Randall, accompanied by school teacher Nancy Cooper, sets out to defeat the plot. Hoping to win the loyality of the innocent tribe members, Randall masquerades as legendary friend of the Indians, El Latigo.
